February 16th forum asks the question:

Forum Question: Should County Supervisors Have Funds to Spend at Their Individual Discretion?

Sponsor: Prince William Committee of 100

County Supervisors are allowed to accumulate surpluses from their office budgets over a number of years and to spend them after notice to their colleagues of a planned expenditure.

Should some county tax revenues be spent at the direction of a single elected official, rather than through the budget process (including public hearings) and by decision of the Board of County Supervisors as a whole?

In the past, some discretionary funds have been used to address urgent needs of governmental services in a district, and have often been donated to non-profit organizations.

This program will focus on the off-budget aspect of the supervisors’ discretionary funds, rather than on the particular use of those funds.
